Our Multi-Tiered System of Supports (MTSS) is grounded in the following beliefs:

The Valley View School District MTSS Team provides strategic leadership for the design, implementation, and continuous improvement of the district's Multi-Tiered System of Supports (MTSS) Framework. Composed of district and building leaders and educators representing multiple departments and areas of expertise, the team collaborates to develop and strengthen the systems, structures, and practices that ensure every student has access to high-quality instruction, timely, evidence-based interventions and supports, and equitable opportunities to succeed.

Grounded in research and evidence-based practices, the District MTSS Team establishes districtwide guidance for academics, behavior, social-emotional learning, attendance, and data-informed decision-making. The team partners with schools to build implementation capacity, monitor system effectiveness, analyze districtwide trends, and lead continuous improvement efforts that strengthen Tier 1 instruction while ensuring responsive supports are available for students with additional needs.

Through a shared commitment to collaboration, prevention, continuous improvement, and educational equity, the District MTSS Team develops coherent systems that empower schools to meet the diverse needs of every learner.

Culturally Responsive Teaching and Leading (CRTL) serves as a foundational component of our instructional framework and reflects our commitment to excellence, equity, and continuous improvement. Grounded in the Illinois Culturally Responsive Teaching and Leading Standards and informed by the work of Zaretta Hammond, we recognize that culture, identity, relationships, and cognitive development are deeply interconnected. Effective teaching honors students' lived experiences, builds on their strengths, creates emotionally and psychologically safe learning environments, and intentionally connects new learning to students' prior knowledge, lived experiences, and cultural assets.

We recognize that culturally responsive teaching is not an initiative or instructional add-on—it is an essential component of high-quality Tier 1 instruction and an integral part of effective teaching and learning. By intentionally connecting new learning to students' prior knowledge, experiences, and cultural assets, fostering trusting relationships, maintaining high expectations, and creating psychologically safe learning environments, we strengthen students' capacity for rigorous thinking, learner agency, and academic success.

We believe culturally responsive practices strengthen teaching and learning for all students by increasing engagement, promoting deeper thinking, fostering academic independence, and cultivating positive student identity and belonging. As educators, we embrace continuous reflection on our instructional practices, beliefs, and decision-making to ensure every student experiences rigorous, relevant, and affirming learning opportunities.

Our commitment extends beyond individual classrooms. We develop systems that promote equitable access to high-quality instruction, meaningful relationships, data-informed decision making, and responsive supports through our Multi-Tiered System of Supports (MTSS). Culturally Responsive Teaching and Learning

Culturally Responsive Teaching and Learning is an evidence-based approach to high-quality Tier 1 instruction that intentionally leverages students' cultural identities, lived experiences, prior knowledge, linguistic assets, and community strengths to promote rigorous learning, higher-order thinking, cognitive growth, and learner independence. By creating psychologically safe, intellectually engaging, and affirming learning environments, educators cultivate the conditions that enable every student to develop as a confident, self-directed learner.

The Equity Journey Continuum is one of several tools Valley View School District uses to evaluate progress toward equitable educational outcomes. Developed by the Illinois State Board of Education (ISBE), the continuum helps districts examine patterns in access, opportunity, and student outcomes to inform continuous improvement efforts.

By analyzing districtwide data across student learning, learning conditions, and educator effectiveness, the continuum supports data-informed decision making and strategic planning that advance educational equity. The equity elements included within the continuum are measurable, research-informed, and within each district's sphere of influence, enabling school communities to identify strengths, prioritize improvement efforts, and monitor progress over time.

The goal of the Equity Journey Continuum is to empower school communities to make informed decisions, strategically invest resources, and continuously strengthen the systems that support equitable outcomes for every learner.
