Every Learner will receive equitable access to high-quality instruction so that students succeed with the skills and knowledge to persevere through, advocate for, and take ownership of their own learning.

1. District students will track and demonstrate mastery of the Portrait of a Learner Competencies to develop skills, habits of work, and mindsets for success as a student and in post-secondary life.
2. Student opportunity gaps by race, language, disability, and socio-economic status in academic readiness skills will decline on the District’s universal assessments.
3. Students’ academic growth and proficiency will increase annually as measured by State of Illinois assessments.

Valley View School District will remove barriers to success for every learner by ensuring equitable practices, access to resources, and inclusive opportunities in order to eliminate disparities in academic and social outcomes.

1. Suspension and expulsion rates will reflect student demographic enrollment status.
2. Advanced educational programming will reflect district student demographics to ensure access for historically marginalized student groups.  
3. All stakeholders will have the capacity to courageously lead and engage in meaningful and enduring educational equity efforts.
4. Reduce disproportionality in academic and social outcomes through the proactive development of programs that set every student and family up for success in the learning process.

By creating a responsive and caring culture throughout Valley View School District we will ensure every stakeholder is cared for, respected, and valued. In these conditions, students, staff, and families will feel a sense of belonging and significance, which promotes students attaining their highest potential.

1. Improve student sense of belonging by ensuring students feel that they are valued members of the school community.
2. Improve and maintain a positive culture and climate by creating an environment rooted in shared accountability where staff are valued, supported, and personally invested.
3. Improve family-school partnerships to build inclusive and authentic engagement so that family agency is strengthened to support improved student outcomes.

Valley View School District will invest and allocate resources intentionally to provide equitable and impactful opportunities and support through human capital, technology, facilities and infrastructure. We will actively empower a variety of stakeholders to engage in our school community to maximize the positive impact on our children and community. 

1. Recruit, develop and retain staff who are connected to and who are poised to support a diverse student population in attaining Portrait of a Learner competencies. 
2. Annually manage District resources by optimizing and leveraging resource utilization across all internal assets and community resources aligned to strategic plan priorities, and initiatives.
3. Manage resources responsibly, transparently, equitably to support the needs of our students, schools, and community and maintain high levels of financial excellence.
4. Actively empower all stakeholders, including those without children in our schools, to engage in our school community to support our vision for our children and be of reciprocal benefit to our community.
